Currently, Otel metric names may be defined in MetricNames only. The server build process supports proprietary code modules that are not part of the community repo that may also wish to export Otel metrics. It would be ideal to support the concept of module-specific Otel metrics while still being able to maintain oversight of the core set of metrics in MetricNames.
