SPM-4263 added a new waiting set for long running operations. This increases goodput by allowing short running operations to finish soon. However, we might end up having long running operations that consumes too many resources and that starve long running operations that actually don't take too many admissions. The purpose of this ticket is to implement a priority queue that will consider operations with a small number of admissions first when giving tickets to the low priority pool.
