background index build does not persist when server is shut down cleanly

    Description

      If you shut the server down cleanly during a background index build, it essentially calls killOp() on every operation, which causes the bg index build to abort the same way as if you killed it by hand with killOp().

      So if someone shut down a secondary while it was building an index in the background, the index would be lost.
