When primary-driven index builds are enabled, WriteUnitOfWork::kDontGroup may get internally overridden with a different setting. This is pretty straightforward when a WriteUnitOfWork user is using the default value in the constructor, but it can be a bit confusing if they are explicitly providing kDontGroup. We should see if we can improve these semantics.
