It would make more sense to movePrimary to rely on isShardLocalNamespace.
However we know for sure kSystemDotViewsCollectionName is missing from there.
Let's try to add that to the function and check if we can replace the isLegalClientSystemNS with isShardLocalNamespace in the movePrimary and in the cloner.
If it's not working out of the box, check what other namespaces are missing and if it worth to fix it.
