Right now we have some catalog-related types that need to be plumbed through the join optimizer, sometimes all the way down to CE. It would be an improvement to group these structures (and the currently-dispersed code for constructing and examining them) together. This could store, for example, catalog stats, index entries, index metadata, etc.
