SERVER-117470 identified an issue in the ConnectionPool throttling behavior introduced in SPM-4003 where the backoff period was being exited too soon. However, upon fixing this issue, it was observed that the correct throttling behavior was actually suboptimal, as it induced little bursts of connection attempts after each backoff period ended. This resulted in more connections being created and periods of higher latency without meaningful changes to throughput or reduction in load on the destination server. As a result, it was decided to just revert the buggy throttling code and preserve only the not-clearing behavior.
Reintroducing throttling will be deferred to future work with a different algorithm that is not susceptible to this issue.
