Fail viewless timeseries upgrade/downgrade if there are index builds in progress

      The IndexBuildCoordinator don't expect that the collection namespace changes while building an index, so we should fail upgrade/downgrade with BackgroundOperationInProgressForNamespace if an index build is in progress. This is the same behavior as rename collection.
