Similar to the FTDC command, query stats can provide critical information about what is taking a long time or problematic in a system. If this operation blocks trying to acquire a ticket, this can make it harder to resolve a system overload since we cannot gather metrics about the cause of the overload.
In this ticket, we should mark query stats as exempt from execution control in the same way FTDC is marked as such.
Before doing so, we should double check that nothing the query stats command is doing would be problematic to be exempt from execution control (ie. something long running, or heavy weight) and that there is a need to exempt this command (ie. it actually takes the global lock and thus requires a ticket).
