      Detect in ReplicatedFastCountManager::find() if the uuid is excluded by policy from fastcount. Return a boost::none (or similar signaling) for unsupported collections to distinguish from "this collection doesn't exist". Caller(s) should perform collscans for unsupported collections or maybe return an error.
