Right now, for each hook in a resmoke suite that exists, we must emplace the authOptions in the shell overrides. We should modify resmoke so that authOptions specified in the suite definition will automatically be picked up by all shells created for the test and hooks, so that we don't need to repeat this for every hook.

This will also allow us to remove duplication in hooks from suites introduced by SERVER-117941.
