Due to limitations of setFCV, the DB-Authoritative Shards feature had to be implemented in an ad-hoc way in setFCV, for example it has two feature flags enabled at different times as well as do metadata changes during the "prepare" phase of setFCV.

This ticket should document how Authoritative Shards and similar features could be implemented in a more straightforward way after the Symmetric FCV project is complete.
