To monitor the effectiveness of the static connection rate limits, we need a fleet-wide dashboard showing connection establishment rates, queues, and rejections above certain limits.

The goals of such a dashboard would be:

• At a glance, can monitor which clusters/nodes are exceeding the limits and by how much, according to Atlas tier
• Can also see aggregate stats for each tier to give an idea of how many clusters are currently being affected by the limiter

This depends on all the required metrics being available in MaaS.
