Ensure expireAfterSeconds is stored as integer type on-disk after setFCV upgrade

      SERVER-77828 ensures that the expireAfterSeconds index parameter is converted to an integer number before persisting it on disk. However, there may still exist non-int expireAfterSeconds values persisted on disk coming from older versions.

      The goal of this ticket is to amend the value of the expireAfterSeconds index parameter on upgrade.
