Change isReplicatedFastCountEnabled() to use "or" operator

      We should enable the replicated fast count collection if the feature flag is enabled OR the PersistenceProvider::shouldUseReplicatedFastCount() returns true.

      As part of this change, fastCountType: "both" is a possible state when the feature flag is enabled and the size storer is in use. Update the validation code and testing to not treat "both" as invalid.
