      When ReplicatedFastCountManager flushes, write the all-committed timestamp to fast_count_metadata_store_timestamps.
      The write should be in the same storage transaction with all other writes to fast_count_metadata_store, with 0 as its key for now (without striping) and the allDurableOpTime as its value.
