For authoritative shards we'll be implementing lazy recovery of the CSS metadata present on disk.

As an optimization we can do this during startup/rollback for all collections that do not have the critical section active at that point in time. That means the durable metadata is stable and can thus be safely read as a full collection scan rather than doing per-collection queries.
