DEVPROD-26044 will make it so that we can programatically define evergreen alias for the sys-perf project.

To be more proactive about performance regressions, for changes that we suspect could lead to performance regressions, we should run this alias.

I was thinking this could be for each server component/codeowner group (so one for the external sorter, one for the collection write path, etc.) besides maybe the validate.

The vibes are this could be totally glean-ed + ai slopp-ed up too.
