After we're done with magic restore, according to the design of SPM-4478 which was for Disagg PIT Restore for private preview, we shut the node down. This means that on startup, we will take more time because we'll have to reload pages from the page server etc.

This ticket is to capture the idea of not restarting, so that we can continue to use everything we've cached.
