Consider renaming "long running" in execution admisson context and ticketing system

      Right now in the EAC and TS we call everything "long running" that is deprioritizable and "short running" that is non-deprioritizable. With implementing a RAII object that marks the operation as non-deprioritizable, we should reconsider this naming strategy as now we will have long running non-depriod operations that will be called "short running".
