Mark authorization/authentication commands as non-deprioritizable

      To ensure that new connections an still be made while the server is under heavy load, we should ensure that authentication and authorization can be done while deprioritization is enabled. To ensure this, we should mark the auth commands as non-deprioritizable - this should not cause problems for the system because the disk accesses they do are always short index accesses.
