Create rule to catch migration aborted due to existing documents

      SERVER-113659  added a new label when migration fails:

      LOGV2(11365900, Migration aborted: found existing document",...)

      Add an ingestion rule in atlas to catch this label and create a ticket for CS to investigate when this error occurs (because client has spurious orphans which will need manual intervention).
