      Currently the Cluster and Scalability team owns the files of refineCollectionShardKey. As this is a DDL that changes the sharding catalog, it should be owned by 10gen/server-catalog-and-routing-ddl team. The purpose of this ticket is to change the ownership of refineCollectionShardKey files (including tests and idl definitions).
