Consider creating some way to query empty Otel histograms in tests without throwing an exception

      This comes from this comment on a PR. Currently an empty histogram is not stored/reported so querying one will throw an exception. We should consider adding a test util or matcher that returns safe 0 values when an empty histogram is queried in a unit test.

      We should consider this for other metrics that behave similarly too.
