In this ticket we are going to make new view or collection creation fail if an orphan legacy timeseries  buckets collection (system.buckets) already exists with a conflicting namespace.

This fix only cover the scenario in which the orphan legacy timeseries buckets collection was created previously but it does not handle concurrency scenarios in which the legacy timeseries buckets collection is created concurrently.

The concurrent case will be covered in  SERVER-121289
