No heartbeat from primary (due to connection pool auth failure) after standby restart.

      standby primaryLastAppliedWallTime is not updated during the 60s (rolling restart interval) after standby restart before primary stepdown, because standby does not receive any heartbeat from primary during the time.

      This was reproduced while working on PERF‑7759, specifically when running this patch.

      See the t2 output below and compare primaryLastAppliedWallTime before point B and after point C:

      • Point B – the standby is shut down.  
      • Point C – the standby is started again.
