Track oplog lag metrics similar to phylog

      In SERVER-115617 we clarified the lag metrics for phylog. now oplog needs a similar treatment.

      • Record sent oplog wall-times so that `markCommitted` can track the wall times of the most-recently-committed oplog
      • populate *ToCommittedLagMillis metrics for oplog, similar to phylog.
      • track nowTo* metrics to show time-since-last-generated-oplog

      Note that oplogs don't "materialize" the same way phylogs do, and mongo doesn't receive updates for that from LS, so we don't need to invent equivalents for the Materialized metrics
