I don't think the replication lag can ever be negative for a standby/secondary/follower node.
In the attached FTDC from this task , both the commitToApplyLagMillis and oplogLagMillis, has average as -ve and the max as '0'.
Scope of this ticket is to fix, so that repl lag will never be -ve.
