Allow packager.py and packager-enterprise.py to use arbitrary gitspecs instead of release tags

      These scripts use a release tag for pulling packaging files out of git to generate packages. This makes it hard to generate test packages in between releases. The scripts should take a command line parameter to override the gitspec they use.
