timeseries_reopened_bucket_insert.js test is asserting that the timeseries collection has a specific number of buckets. This assertion need to be relaxed when running in suites that perform moveCollection or timeseries upgrade/downgrade because this background operation can cause open buckets to be closed and more buckets to be generated in the end.
