dbAdmin builtin role should be able to perform rawData operations

      The dbAdmin bultin role has createIndexes/ listIndexes actions but not performRawDataOperations. I think this is wrong, in fact if there is a problem with timeseries indexes that require manual intervention and the usage of rawData parameter on createIndexes/listIndexes command the dbAdmin role should be able to do that.
