isViewfulTimeseriesOnlySuite should be true if the viewless timeseries flag is fully disabled

      SERVER-121459 added two helpers: isViewfulTimeseriesOnlySuite and isViewlessTimeseriesOnlySuite so some assertions are only done in stable viewful or viewless timeseries suites (but not on viewless timeseries upgrade/downgrade suites).

       

      However isViewfulTimeseriesOnlySuite returns false in FCV upgrade/downgrade suites even if the viewless timeseries flag is never enabled on any FCV. This means we inadvertently lost some coverage.

       

      This is most relevant for v8.3, where in the customer facing "non-all feature flags" variants we inadvertently skipping some assertions.
