Respect pingora overrides in TestConfigBuilder

      This change fixes a bug where the pingora overrides don't do anything in TestConfigBuilder. This caused some tests of shutdown functionality that set the grace periods low in order to run quickly to start taking five minutes.

      I also added a few tests of the TestConfigBuilder functionality.
