As a number of tasks on the {A,UB}SAN and TSAN build variants have been running out of memory recently and failing with "System Unresponsive", we need to modify the host configuration used by these tasks to increase the available memory.

This is notably particularly happening on tasks relating to sharded clusters, change streams, or both, however it could be a potential issue for any memory-intensive tasks running on these variants.
