SERVER-114452 introduced a LogServerTopology class that was created to slowly transition to storing state in this class over the config object. In this ticket we should transition to using the topology as a source of truth for different method calls.

We should validate that the existing behaviour that depends on the config as zone information is maintained.

Outside of the scope for this ticket is directly updating the topology from CMS. That will be the scope of a seperate ticket.
