Transient Evergreen API errors during task activation cause generator_tasks to fail across many projects and variants simultaneously (e.g. BF-41753). The retry library is already imported and used for tasks_by_build; apply the same pattern (3 tries, 5s initial delay, 2x backoff) to all configure_task calls so transient API hiccups no longer surface as BFs.
