We should instead freeze or otherwise mark these buckets as unopenable so that we do not repeatedly try to open them using query based reopening. This is the last remaining user of the kTransform update type, and once we no longer compress these buckets on reopening we can get rid of the kTransform update and the update paths that exist for it.
