Pin Windows SDK across master + all release branches

      The Windows SDK seems to be getting automatically updated and SCons (not sure about Bazel) will always attempt to reference the latest Windows SDK

      Pin the specific version used in release builds and development builds to a locked version to prevent this from drifting out from under us and causing user-facing backwards compatibility issues

      Getting a consistent version of the windows SDK on each distro may require collaboration with DevProd Infrastructure
