Fix OTEL histogram serialization in serverStatus response

      Current OTEL histogram serialization in serverStatus response does not have buckets and statistics per bucket, only the global average and the global count.

      On the contrary, the same histogram serialized to a JSONL file lists sum and count per bucket.
