To mimic the behavior of a standby cluster in order to facilitate easier server side testing, we will create a test fixture to get us as close to a standby cluster as possible. In this first iteration, this will only include the creation of the sharded cluster and transition to standby via changing the replSetConfig and the prevention of a primary on the new "config server". Other changes will be introduced later in the project.
