As of ~~SERVER-123115~~ we flush replicated fast count checkpoints via `replicated_fast_count::advanceCheckpoint`.

However, the legacy code which flushes dirty metadata tracked in memory remains. Once there's reasonable confidence in the new approach, we should cleanup the legacy code.
