To validate that there are no codepaths which will cause the mongoS to reach out to the active cluster (or the standby shards) we should add an all commands test which runs on the standby cluster test fixture with the sentries enabled and runs all mongoS commands. Most of these commands will fail, which is fine, but we should validate that none of the sentries crash.
