SERVER-123115 integrates the writes to both the config.fast_count_metadata_store_timestamps and config.fast_count_metadata_store. This changes the legacy behavior where replicated size counts were only flushed to the config.fast_count_metadata_store.

While there are tests for advancing the replicated size count checkpoint, we should add test coverage for timestamp store updates.
