Metadata checkpoint scans and parses oplog entries to calculate the size and count changes for collections with writes since the last metadata checkpoint. We need metrics to track its progress relative to the oplog. For example, we can report the difference between the latest oplog entry's timestamp and the last processed oplog entry's timestamp.
