movePrimary doesn't support step-down and currently fails and retry from scratch if the step-down occurs in the middle of the clone phase. This can cause a test to hang consistently if stepdown occur too often.
The solution adds does_not_support_stepdowns as for any other test under core sharding that uses move primary.
