      Temporary performance BF fix. The min timestamps ensure the drop scheduled on the reaper occurs immediately.
      Note this is the same timestamp as for the abort path.
      The min timestamp is not a good solution because the drop will stay unreplicated.
      The actual timestamp will be proposed in SERVER-122275
