Currently StorageEngine only passes minOfCheckpointAndOldest to KVDropPendingReaper. For proper handling of internal tables that don't need to be kept around for the history snapshot window, the reaper also needs the stable timestamp. It would be simplest to just pass all three of stable, oldest, and checkpoint to the reaper and let it do the necessary calculations rather than passing them individually in TimestampMonitor.
