Better unit testing of connection pool behavior

      The connection pool has variety of potential different behaviors depending on the relationship it and its controller, and how the server it is attempting to connect to is responding. Better testing would give confidence that all code paths are handled correctly, especially in the presence of unexpected behaviors.For example, we may want to add tests to prevent degenerate behaviors, like connection retries with no backoff.
