Make range deletion respect balancing window

      Balancing windows control chunk migrations (which are lightweight), but range deletion (which is far more impactful to workloads, maybe 30-50 times more) runs 24/7 and ignores balancing windows. 

      • If anything, we should let balancing run freely and put range deletion under a window.
