Add testing for IFR flags with mixed values across a cluster

      We should add tests for clusters w/ mixed values of the feature flag - with all nodes on the same version of MongoDB.

      We should add the following passthrough suites:
      mongos has IFR flags set to true, mongods set to false
      mongos has IFR flags set to false, mongods set to true
      mongos has IFR flags set to false, some mongods set to true and some set to false
      mongos has IFR flags set to true, some mongods set to true and some set to false
